What Is SwimSafer Programme?
SwimSafer National Swimming and Water Safety Programme
SwimSafer was an initiative by the National Water Safety Council in collaboration with SportsSG (formerly known as Singapore Sports Council) in 2010.
The programme was reviewed in 2016-2017 and a refreshed version of SwimSafer was developed.
SwimSafer 2.0teaches people of all ages and varying abilities to swim and be safe in, or and around water.
This programme emphasises skill development in conjunction with water safety and personal water survival education.
Endorsed by the Ministry of Education, SwimSafer is now an integral part of Primary 3 students’ curriculum in all schools, making it a mandatory component of their education. This comprehensive programme follows a progressive learning approach, Develop students to be safe in, on and around the water and to swim well. Swimming and water safety skills are taught in a logical progression through six stages. Students will be taught basic skills and introduced to the swimming pool and its environment in Stage 1. As they progress through the stages, students will build on their basic skills and refine their movement in water. By the end of Stage 6, students would have acquired the prerequisite skills for entrance into other aquatic activities such as competitive swimming, sailing, kayaking and basic lifesaving courses.

SwimSafer Theory Test
SwimSafer's focus on both practical swimming skills and theoretical knowledge emphasizes the importance of developing well-rounded, competent swimmers.
By including a theory quiz that covers water safety principles, rescue techniques, and hazard recognition, the program ensures that participants not only demonstrate physical proficiency but also understand their role in preventing and responding to water-related emergencies.
This dual approach fosters a culture of responsibility and lifelong awareness, encouraging students to apply what they've learned in real-world aquatic settings, ensuring their own safety and that of others.
